The Ministry is concerned with perspective planning, policy formulation, processing of projects for investment decision, monitoring of the implementation of power projects, training and manpower development and the administration and enactment of legislation in regard to thermal, hydro power generation, transmission and distribution. The Central Electricity Authority (CEA) is a statutory organization constituted under Section 3 of the repealed Electricity (Supply) Act, 1948. It was established as a part-time body in the year 1951 and made a full-time body in the year 1975. With the objective of reforming the Power Sector, the Electricity Act, 2003 (No. 36 of 2003) has been enacted and the provisions of this Act have been brought into force with effect from 10th June, 2003. With the coming into force of the Electricity Act, 2003, the Indian Electricity Act, 1910, Electricity (Supply) Act, 1948 and Electricity Regulatory commissions Act, 1998 stand repealed.

The Ministry of Coal has the overall responsibility of determining policies and strategies in respect of exploration and development of coal and lignite reserves, sanctioning of important projects of high value and for deciding all related issues. Under the administrative control of the Ministry, these key functions are exercised through the Public Sector Undertakings, namely, Coal India Ltd. and its subsidiaries and Neyveli Lignite corporation Limited. Other than Coal India Ltd. and Neyveli Lignite Corporation Ltd., the Ministry of Coal also has a joint venture with Government of Andhra Pradesh called Singareni Collieries Company Limited. Government of Andhra Pradesh holds 51% equity and Government of India holds 49 % equity.

The Handloom industry mainly exports fabrics, bed linen, table linen, toilet and kitchen linen, towels, curtains, cushions and pads, tapestries and upholstery's, carpets and floor coverings, etc. The basic objective of HEPC is to provide all support and guidance to the Indian Handloom exporters and International buyers for trade promotion and International marketing. HEPC has its head office at Chennai and regional offices at New Delhi.

The Micro, Small and Medium Enterprises (MSME) sector has been recognised as engine of growth all over the world. Many countries of the world have established a SME Development Agency as the nodal agency to coordinate and oversee all Government interventions in respect of the development of this sector. In the case of India, also Medium establishment has for the first time been defined in terms of separate Act, governing promotion and development of Micro, Small and Medium Enterprises (MSME) i.e. Micro, Small and Medium Enterprises (MSME) development Act, 2006 (which has come into force from 02nd Oct, 2006) the Office of Development Commissioner (Micro, Small and Medium Enterprises) functions as the nodal Developmet Agency under the Ministry of Micro, Small and Medium Enterprises(MSME).

The Indian Institute of Entrepreneurship (IIE) was established in the year 1993 at Guwahati by the erstwhile Ministry of Industry (now Ministry of Small Scale Industry) , Government of India as an autonomous national institute.

The Indian Institute of Packaging is a national enterprise set up in May 1966 by the Indian Packaging and allied industry and the Government of India, Ministry of Commerce. The Institute's endeavor is to improve the standards of packaging needed for the promotion of exports and help create infrastructural facilities for overall packaging improvement in India through Research and Development, problem solving consultancy and testing, training and education, industrial co-ordination, information dissemination and other promotional efforts.

The Office of the Controller General of Patents, Designs & Trade Marks (CGPDTM) is located at Mumbai. The Head Office of the Patent office is at Kolkata and its Branch offices are located at Chennai, New Delhi and Mumbai. The Trade Marks registry is at Mumbai and its Branches are located in Kolkata, Chennai, Ahmedabad and New Delhi. The Design Office is located at Kolkata in the Patent Office. The Offices of The Patent Information System (PIS) and National Institute of Intellectual Property Management (NIIPM) are at Nagpur. The Controller General supervises the working of the Patents Act, 1970, as amended, the Designs Act, 2000 and the Trade Marks Act, 1999 and also renders advice to the Government on matters relating to these subjects. In order to protect the Geographical Indications of goods a Geographical Indications Registry has been established in Chennai to administer the Geographical Indications of Goods (Registeration and Protection) Act, 1999 under the CGPDTM.

Labour Bureau is responsible for the collation, collection and publication of statistics and related information on wages, earnings, productivity, absenteeism, labour turn-over, industrial relations, working and living conditions and evaluation of working of various labour enactments etc. It is a storehouse of important economic indicators like Consumer Price Index Numbers for Industrial, Agricultural and Rural Labourers; wage rate indices and data on industrial relations, socio-economic conditions in the organised and unorganised sector of industry etc.

The Ministry of Mines is responsible for survey and exploration of all minerals, (other than natural gas and petroleum) for mining and metallurgy of non-ferrous metals like aluminium, copper, zinc, lead, gold, nickel etc. and for administration of the Mines and Minerals ( Development and Regulation) Act, 1957 (MMDR Act) in respect of all mines and minerals other than coal and lignite. The Department of Coal administers the MMDR Act for Coal and Lignite. By definition, the MMDR Act does not extend to petroleum and natural gas.
